Also, the voicemails were available and I was able to leave a message. My only option was to call the emergency number and the protection number, and to my surprise, they answered. It seems like I’m asking them for a favor—I’m proud to say it, but it’s incredible that American government offices provide such good service to foreigners as this consulate provides to its citizens.
